I know you have already run a notice on Billy Wolf's
funeral arrangements, but I would ask that you remind
the troops of his tenacious character and commitment to
our union in brining the 1979 contract back to the troops
with additional gains after a very difficult internal struggle.

I have watched, over the years, as Police Chiefs have been
given much praise when they leave our Dept. while our
Union Leaders leave without recognition for the job they
accomplished in providing contracts that make our
Department the envy of the nation.

I have been hanging around here since 1965 and been
active in our union at all levels. Not once have I heard a
Chief say, " The Citizens of San Antonio have the Best
Police Department in the Country and are deserving of
Top Dollar for the job they do."

What people don't understand is: " SAN ANTONIO POLICE
OFFICERS ARE NOT PAID FOR WHAT THEY DO,
THEY ARE PAID FOR WHAT THEY MAY HAVE TO DO.''

“GREATER LOVE NO MAN HAS THAN TO LAY HIS LIFE
DOWN SO OTHERS MAY LIVE. "

BILLY WOLF WAS ALWAYS READY TO DO JUST
THAT. - THANK YOU BILLY

THANK YOU MY FRIEND AND ALWAYS REMEMBER ,
WOODLAWN AND ZARZAMORA AREA WHERE IT IS
SAID THE PHRASE :

"PRIDE, INTEGRITY GUTS AND SERVICE " WAS
FIRST UTTERED. (in response to a hippie phrase of Pigs).

This is so true. The SAPOA has requested, and fought for, ALL the

In my memory, we never received anything without fighting for it,

and probably never will.

Historically speaking, and not intending to exclude any other

presidents or officers of the SAPOA, we ALL owe Jerry Clancy,

Billy Wolf and Harold Flammia our gratitude for the standard of

living we now enjoy.

All SAPOA presidents and board of directors have always had their

hands full when it came to representing the officers and negotiating

for the officer's benefits, however, Clancy, Wolf and Flammia made

huge gains in our benefit packages and certainly should be applauded

for their efforts and success. They should always be remembered

and recognized for their hard work and leadership in bringing the

SAPD and the SAPOA to the point it is today.

I offer my sincere appreciation to all who have ever represented

and served on the SAPOA, for it is their hard work that has made

the SAPD what it is today. I wish you 'good luck' and May God Bless

You and all the officers, past, present and future!
